IFAD Vice President

Vice-President of the International Fund for Agricultural Development (IFAD) Yukiko Omura arrived here on Monday for a few- day visit to the country.

During the visit, Omura will meet with senior government officials to discuss mutual cooperation relations between IFAD and Yemen in addition to reviewing the level of implementation of IFAD- fund projects Wholesale Handbags in Yemen.

For his part, the CFLI coordinator Ahmed al-Yamani noted the fund support for this distinctive project will also include field visits components to the institutions for spreading awareness.

The project's second phase would include the issuing of a guide to the rights of working women, he added.

Establishment of unit for maintaining Sana'a discussed

The Cabinet discussed on Tuesday a draft resolution on the establishment of an executive unit for the maintenance and restoration of the capital Sana'a.

The draft resolution, submitted by the Ministry of State and Capital Mayor, aims to create an administrative and technical specialized body that is able to carry out the maintenance and restoration works for the public facilities in the capital Sana'a.

The proposed unit would implement a set of tasks, including maintenance and restoration of squares, asphalt roads and sidewalks, and the public facilities such as markets, gardens, etc., as well as providing an integrated database on the status of streets and fields at the level of the capital Sana'a and including them onto maps.

The Cabinet referred the draft resolution to a Ministerial committee to study it and report the results for discussion and taking the appropriate decision.

In praise of extraordinary ord

AMONG the many joys of working in newspapers is the variety of the job.

While often rubbing shoulders with the great and the good, it's much more satisfying to meet and be able to tell the stories of ordinary people who sometimes do extraordinary things.

Take, for example, Dot and Bernard Martin, who live near Cowley Bridge.

How many of us have driven past their home and seen the mannequin in their front garden, always dressed for the occasion, be it Wimbledon, Valentine's Day, Remembrance Day Valentino Replica or Christmas? It never failed to raised a smile - except, of course, when the original shop dummy was stolen six years ago.

Undeterred, the couple found a replacement and continued to bring a little pleasure into so many lives.

So it is with some sadness that we report on Page 8 today that the mannequin is joining Dot and Bernard, now both in their 80s, in retirement.

Another of those extraordinary ordinary people is Hugh Scudder, director of local charity Christian Response. For a number of years he has been a tireless fundraiser for, and champion of, the people of Moldova, and has always been incredibly well supported by Express & Echo readers.

Among his many successes was the treatment provided in the UK for young Vasiliy Paliy, who lost his lower arms in an accident, and little Timi Ignatuic, who was helped to walk after being disabled since birth.

More recently, Hugh had been trying to help 20-year-old Dmitrii Potapov, who was paralysed after a brutal attack in Moscow. Tragically, as we report on Page 14 today, Dmitrii has died. Hugh has pledged to carry on supporting the young Christian Louboutin Flats man's family. We know he will not be deterred in his good work, and are sure he will continue to be supported by our readers.

The Echo has, of course, for many years now run its popular Bouquet of the Week feature, in which we are happy to highlight the normally unsung heroes of the city and beyond.

Yesterday, we honoured Malcolm Pomeroy, who has worked as a volunteer for Hospiscare for a quarter of a century. On being presented with his bouquet he immediately thought of others, asking if there was anyone in the Exeter hospice who did not have fresh flowers that night.

Amid all the doom and gloom of the economy and government spending cuts, it's refreshing to spend a moment or two thinking about those who selflessly and tirelessly give of themselves to help others in many ways, large and small.

So thank you Dot and Bernard, thank you Hugh, thank you Malcolm and thank you all the other fantastic people out there who make life that little bit better for everyone else.

It's another story from the "never too late" school of life. It comes from a recent trip I took to Thompson Island in Boston Harbor. I joined a class from UMass-Boston's Osher Lifelong Learning Institute (OLLI). The group has been exploring some of the 34 islands in the Harbor Islands National Park - an exciting and unique Boston resource.

As we walked the trails, our leader, Suzanne Gall Marsh, spoke about the island's history and the Thompson Island Outward Bound Education Center. The nonprofit educational group puts people of all ages in challenging situations where they can develop teamwork and confidence. When young people explore the island, they wear high rubber boots and go out into the marshland. They have to cross an inlet over a rope bridge, called the "monkey bridge" because it requires agility and balance.

We happened to go past the bridge on our walk. I glanced over at the ropes, assumed I would not even try to cross it and kept walking. Fish and Moriarty rose to the challenge.

Later, I mentioned that they had good athletic ability. Fish said she appreciated that because she never would have thought of herself as athletic when she was younger. A few years ago, in their early 60s, both of these enterprising Hull residents began to try new outdoor challenges and water sports. They are discovering new things about themselves - almost their own Outward Bound home schooling.

"We are grateful," they said of these new endeavors.

I admire them for their courage and attitude, the willingness to try new things without worrying about failing.

It doesn't matter how we find our opportunities in life, the important thing is to try. For some, the challenges are more inward, spiritual, intellectual. To each, her own.

Bass Pro faces date on Canal S

Buffalo has kept its end of the bargain with Bass Pro Shops, and after nine years, the fishing and hunting chain needs to either fish or cut bait in the next 14 days, Rep. Brian Higgins says.

Higgins, D-Buffalo, put his two-week ultimatum in a letter this week to Bass Pro founder Johnny Morris and James Hagale, its chief executive officer and president. He said he also told them he was publicly releasing the letter, which calls on the company to sign a lease to anchor the Canal Side development by Aug. 1.

"Buffalonians and Western New Yorkers have exhibited extraordinary patience since this project was first proposed in July of 2001," said Higgins, who has been the primary figure responsible for securing government funds for waterfront development.

"I write today because I must inform you that if Bass Pro Shops is either unable or unwilling to act on the lease within the next 14 days, I will insist that the officials of the Erie Canal Harbor Development Corp. proceed with their initiative without Bass Pro's involvement," the letter said.

Higgins told The Buffalo News the process to bring Bass Pro to Buffalo has dragged on far too long and needs to come to a conclusion.

"We've done everything we've been asked to do. The environmental reviews are completed, the public financing is in place, and a lease agreement has been sitting with the Bass Pro folks for two months. It's just time," Higgins said.

The harbor corporation and the New York Power Authority finalized a deal last week that will provide $105 million for the waterfront project.

Larry Whiteley, spokesman for Bass Pro, said neither Morris nor Hagale was available Tuesday and the company had no comment on Higgins' ultimatum.

He expressed surprise when learning Higgins released the letter to the public.

Harbor corporation officials, who have continually expressed confidence that Bass Pro will come to Buffalo, also had no comment.

Bass Pro has been considered for the Buffalo waterfront since Robert and Mindy Rich approached Morris, their Florida neighbor, about coming at the start of the decade.

The company signed a nonbinding memorandum of understanding to come to Buffalo in 2005 and has been negotiating with harbor corporation officials on a lease since the environmental review process was completed in April.

As the proposed anchor tenant, Bass Pro has been presented as a catalyst for the $294.8 million, 21-acre waterfront development, which would include entertainment, dining and leisure activities.

Higgins said Buffalo was "well positioned" to develop birkenstock black sandals the waterfront without Bass Pro if necessary.

"There are many other opportunities to encourage investment in Canal Side," he said. "I'm just very confident where we're going with waterfront development, and people have every reason to be very, very optimistic that we will finally have the waterfront people have wanted for decades. Bass Pro drops out as waterfro

Bass Pro Shops has been told by a growing chorus of Buffalonians and in an ultimatum issued last week by Rep. Brian Higgins -- to sink or swim.

On Friday, it sank.

Jim Hagale, president of the Springfield, Mo.-based outdoors retailer, told Higgins in a two-page letter it is pulling the plug, putting an end to a highly public courtship that began nine years ago.

Bass Pro had become a community lightning rod, and it was one of the factors Johnny Morris, the company's chairman, cited in explaining the company's decision to Jordan Levy, chairman of Erie Canal Harbor Development Corp.

Critics denounced the use of tens of millions in public subsidies to reel it in; demanded a living wage and other agreements in exchange for a transfer of city land; released a report that cast doubt on Bass Pro's ability to generate economic development and boost tax rolls; and filed a lawsuit claiming the project violated the state constitution.

In addition, Higgins, D-Buffalo, publicly released a letter sent to Morris and Hagale issuing a 14-day deadline for the company to sign a lease. The deadline was this coming Monday.

"The fact is, over the last six months and probably over the last six years, this has developed a life on its own, and we couldn't manage it," Levy said. "And I guess people in this community, small segments and pockets, just decided they wanted to see something else."

Despite the increasingly negative public reaction to Bass Pro, negotiations between the harbor corporation and the company continued at a robust pace up until Morris called a halt.

"If I was to use a sports analogy, we're probably at the five- yard line right now. It's very important that we don't fumble from here on in," Eric Recoon, Benderson's vice president of development and leasing, said Friday, only hours before Bass Pro's decision was made public.

Hagale's letter said a number of issues had not been settled as the deadline neared.

"There are numerous critical reasons for our position, including the fact that several major issues fundamental to the successful completion of the project remain unresolved," Hagale wrote.

Later, after acknowledging that "this process has taken far too long," Hagale wrote, "You stated in your letter that the Erie Canal Harbor Development Corp. could proceed successfully with the Canal Side project without our involvement. We believe this approach would be in the best interests of all parties . . "

Higgins said Bass Pro took advantage of the deadline to gracefully exit.

"They're not coming, but they never were. They've always wanted an out -- I gave them an out," the congressman said.

"The good thing is, we are going to make something of this waterfront, and for the first time in nine years, it's within our control as a community to make the best waterfront that will accrue to the life quality and economic vitality of the city and entire region."

At a news conference, Levy didn't hide his "thorough disappointment" over Bass Pro's withdrawal but expressed confidence that the planned mix of restaurants, entertainment, retail, office, residences and hotels will move forward.

With the academic year approaching, the cross-country summer blitz that is Amateur Athletic Union basketball is winding down.

And although August is, by rule, a "quiet period" in college basketball recruiting, don't expect to hear crickets chirp in the Western Kentucky men's basketball office at E.A. Diddle Arena.

The early signing period for the class of 2011 is roughly four months away, and the Hilltopper coaching staff is preparing to enter crunch time in terms of filling its recruiting wish list.

WKU already has one commitment for '11 in New Jersey shooting guard Derrick Gordon. Gordon - who currently plays with the nation's top-ranked '11 recruit, Kentucky commit Michael Gilchrist, at St. Patrick High School in Elizabeth, N.J. - gave his verbal commitment to WKU in 2009 and is currently ranked No. 126 in Rivals.com's Top 150 for 2011.

Meanwhile, one player who could soon join Gordon in giving a verbal commitment to WKU is local buy timex watches power forward George Fant, who is entering his senior season at Warren Central High School.

At 6-foot-7 and 230 pounds, Fant has been on WKU's radar since his freshman season. Now on the cusp of his final run as a Dragon, the Hilltoppers still seem to be strong contenders to land Fant's talents.

"Western has been there the longest with him - they've recruited him very hard and they're still very much involved," Warren Central coach Tim Riley said earlier this week. "I think when push comes to shove, it'll be hard for George to say no to Western.

"But it all comes down to the fact that his parents both really understand the game and it'll be a family decision and what all of them are comfortable with."

On the other hand, while WKU was one of Fant's earliest suitors, his stock has risen dramatically over the last few years.

Fant also told the Daily News recently that both Clemson and Missouri State could be added to that list.

"He's talked about making his decision in the fall, but I don't think that's a concrete thing just yet," Riley said. "He's talked about getting it over with, but I'm not really sure right now. We'll have to sit and talk about it more. But he has expressed before that he'd like to be a part of the early signing period in November."

Another in-state player in WKU's sights is Christian County senior point guard Anthony Hickey.

The 5-10, 160-pound speedster from Hopkinsville earned Region 2 Player of the Year honors as a junior last season, as well as a second-team all-state nomination, along with Fant.

Christian County coach Kerry Stovall calls Hickey one of "the fastest (players) with a basketball" who he's ever seen, and Hickey's offer sheet includes Lipscomb, Murray State, Oklahoma State and WKU, at least according to InsideHilltopperSports.com.

Stovall expects that list to lengthen after the summer AAU session ends. He says Hickey has been keeping his eye on the Hilltoppers for quite some time.

Highriver ladies not only toug

Ifinally figured out the secret... what separates women from men. Women putt out. "Women are tough," said one of my playing partners from the Highriver Ladies Golf Club on Thursday morning at Riverside Golf Course. Indeed, they are. None of this sniveling about a bad lie, no gimme putts and Mulligans... well, don't try any of that stuff or you might get a putter shaft over your head.

The Highriver Ladies were gracious enough to let a male reporter invade their space for 18 holes as long as I was willing to play by the rules of golf. What are those, anyway?

OK, I shouldn't harp too much on the toughness of these ladies. By and large, you can't help but smile when you play golf with the Highrivers. I would put the social aspect at about 30 percent , the actual game about 40 percent and the fitness aspect at 30 percent.

Maybe I should have left open 5 percent for a little anger release. Being a guest, I would imagine some of those usual expletives were changed for the day into "Oh my goodness," "Golly Geez Whizz," and "God bless us one and all."

It's amazing what happens when people see that you have a notebook in your back pocket.

Of course, there still were a few gems. I asked one member what she would be doing if she wasn't playing golf. "Cleaning the toilet," she said. That's a pretty good reason to be on the course. My reply was that it must be frustrating for him to see her playing when he can't. "No, he's just glad I'm out of the house," she said with a laugh. We got down the fairway easily, but I'm not sure how long it would take us to get through an airport.

We actually moved along the course quite well. Being a guy, I can repeat lots of stories about rounds where my playing partners walked up to the first tee, saw a ladies group and immediately would begin to moan about slow play.

The first group I joined on Thursday wasn't exactly playing polo out of their golf carts, but we moved right along.

Things didn't slow down until we came upon a twosome (both guys, of course).

Sure, that marking the ball one foot away from the hole probably would get old in the long sexy lingerie run, but there is very little wasted time coming down the fairway, such as their male counterparts' 10-minute searches for stray shots.

And another little something you probably didn't know. Not many women play with those girlie pink, orange or purple golf balls. Believe it or not, most of them use white. Go figure.

EVERY summer, thousands of people descend on the region's car boot sales and markets. Over the coming weeks, the Grimsby Telegraph will be out and about speaking to traders and bargain hunters.

SUNDAY morning. A time for most people to lie in and lounge about ... most people, that is, except car booters.

Grimoldby Cricket Club Car Boot Sale on Manby Airfield is not only popular among locals, it also attracts visitors from up and down the country. Whether buying or selling, hoards of people arrive at the airfield for 7am in the hope they will bag a bargain or steal a deal from the pre-loved items on offer.

Karen Spooner, secretary of Grimoldby Cricket Club, dedicates her Sunday mornings to the club by organising the car boot sale. The money raised also goes to local LIVES group and, occasionally, to Saltfleetby Primary School. Karen said: "We charge the booters and there are also donation buckets with the volunteers. Then we divide the money between charities. "Some people have a clear-out and try to make money from Sexy Costumes their old stuff, some people make a living out of it and some people absolutely hate it, but it does seem to be getting more popular nowadays." Karen has organised the car boots for five years and has seen the trend grow. She says car booting is often unpredictable - because of the weather and the items for sale. She said: "A lot of sellers bring stuff they think will definitely sell and end up selling something totally out there.

"People come from all over - some from quite a distance. We had a couple that came from the Midlands quite regularly. They liked the booters and they would make a day of it.

"We have had really busy car boots in the past with no buyers and then about 50 cars with loads of buyers. It varies but it is always very good here."

Karen said that often the winning ingredients for throwing a booming car boot sale are the weather and having a bit of variety on show.

She said: "There is certainly all sorts to choose from here. If you can think of something you want, you will more than likely find it here." The next Grimoldby Cricket Club Car Boot is on Sunday, June 27. Sellers should arrive for 7am, buyers for 8am. Stalls cost Pounds 5-Pounds 8.
